Recently a post on the offical City of Heroes boards asked if Freezing touch was bugged. Vyvyanne, QA Community Liaison for NCSoft, answers back.

I have looked into Freezing Touch and Ice patch and the two powers being used together will sometimes give the falling down animation and at other times the frozen animation.

The mob however is still being affected by both powers, as they should be and freezing touch is still holding the villain for the same amout of time.

This is not really a bug, you just get one or the other of the animations as both powers are affecting the villain at the same time.
