Head west of fort tethana to find a camp filled with high level tummies and lugians, there some commanders and a general there. lev70+ at least!

Filled with lugians and tumeroks, also apparently spawns the lugian with the big axe and a tumerok with a special bow... they died before I got here though, so I don't really know much more than that. Very interesting buildings though!

Update:
Tumeroks and Lugians here are trying to siege Teth. There a note titled "A Note" inside a chest within a hut in the encampment that explains why the Renegades are there. There is 3 Named guys that also spawn here.

General Garsh - Drops Quadruple-bladed Axe
Renegade Commander Kianar - Drops Renegade Bow
Renegade Commander Walanawa - Drops Renegade Crossbow

They all require a pretty descent group of players to kill them since they have 500k hp. Genereal Garsh is also hollow so anything that doesn't have melee defense will get hit pretty hard.
